Based on the specific needs of the Luoyang project, Diehl Metering, developed a customized analytics and billing software solution. The software is deeply customized on top of the IZAR INSIGHT Platform, fully adapting to Luoyang's two-part tariff policy and local management workflows. From requirements analysis to development and deployment, the Diehl Metering team delivered the software services on time, ensuring accurate billing, timely response, and efficient operation and maintenance fully meeting the business management needs of the heating company.

Building the foundation modern Heating 4.0
The Luoyang Xiyuan Jiadi residential estate, equipped with Diehl Metering products, comprises 1,373 households. Before the smart heating solution, the heating network lacked the granular data needed for precise regulation. The transition from quarterly meter readings to hourly consumption data has fundamentally transformed network management.
To date, Luoyang has implemented unmanned operation at 713 heating stations, reducing the workforce by over 2,000 people and cutting overall energy consumption by 25.8%, resulting in significant energy savings. Within this system, accurate and reliable metering data forms the cornerstone for achieving energy-saving optimization and enabling self-management by users.
Anomalies are detected earlier. Leaks and inefficiencies within the distribution network and on the customer, side are identified faster. Field interventions are prioritized based on data-driven visibility of network performance, enabling a shift from reactive maintenance to proactive optimization. Integration combined with platform integration and demand-based regulation, has provided a valuable model for the industry.

Together with Diehl Metering, Luoyang implemented a connected ecosystem for remote meter reading and intelligent heating control. All meters were equipped with radio technology, and data is transmitted through a robust fixed network architecture, ensuring continuous coverage across the entire project area.
Central to this solution is the Precision Heating Integrated Platform, which manages all consumption and temperature data. The system performs load forecasting and precise regulation based on real-time data. Users can independently adjust their heating via the 'Luore Heating Manager' app, achieving 'heating on demand, warmth at your fingertips.'
As Luoyang's first smart heating station compliant with the Heating 4.0 standard, this facility has achieved fully automated, intelligent operation across the entire system. One of its core pillars is an efficient control system based on precise metering and data integration, serving as the technological cornerstone for the project's success.

With the new system in place, Luoyang has implemented unmanned operations at 713 heating stations, reducing the workforce by over 2,000 people. Most importantly, accurate metering and data integration have enabled total energy savings of 1.67 million GJ during the 2024–2025 heating season, saving users over 65 million yuan in heating costs.
